<P align=center>调整企业退休人员基本养老金的通知<o:p></o:p></P>
<P> <o:p></o:p></P>
<P >各区县（自治县、市）人民****，市****有关部门，有关单位：<o:p></o:p></P>
<P >根据劳动保障部、财政部《关于调整企业退休人员基本养老金的通知》（劳社部发〔2006〕21号）规定，从2005年起，连续3年提高企业退休人员基本养老金。结合我市实际，现就调整企业退休人员基本养老金有关事宜通知如下：<o:p></o:p></P>
<P >一、调整办法<o:p></o:p></P>
<P >（一）调整范围<o:p></o:p></P>
<P >1．2005年调整范围：2004年12月31日及其以前已按规定办理退休（含退职，下同）审批手续并按月领取基本养老金的人员（不含2005年6月30日及其以前死亡的人员）。<o:p></o:p></P>
<P >2．2006年调整范围：2005年12月31日及其以前已按规定办理退休审批手续并按月领取基本养老金的人员（不含2006年6月30日及其以前死亡的人员）。<o:p></o:p></P>
<P >建国前参加革命工作的退休老工人、两航起义退休人员、原南侨机工服务团退休人员不执行企业退休人员调整基本养老金办法。<o:p></o:p></P>
<P >（二）调整时间<o:p></o:p></P>
<P >1．2005年调整从2005年7月1日起执行。<o:p></o:p></P>
<P >2．2006年调整从2006年7月1日起执行。<o:p></o:p></P>
<P >（三）调整标准<o:p></o:p></P>
<P ><STRONG>1．2005年调整每人每月增加70元。<o:p></o:p></STRONG></P>
<P ><STRONG>2．2006年调整每人每月增加100元。</STRONG><o:p></o:p></P>
<P >3．在2005年、2006年调整中，对具有副高及其以上职称资格的专业技术人员、高级技师、高级政工师（具有两种及以上资格的，不重复享受）等退休人员每人每月再分别增加10元。<o:p></o:p></P>
<P >4．企业退休军队转业干部2005年、2006年调整后月基本养老金总额分别低于上年度全市企业退休人员基本养老金平均水平的，补足到这一水平。<o:p></o:p></P>
<P >（四）<STRONG>2007年基本养老金调整办法，按照劳动保障部、财政部规定另行制定。<o:p></o:p></STRONG></P>
<P >二、建立基本养老金最低保障机制<o:p></o:p></P>
<P ><STRONG>经过2005年调整养老金标准后，月基本养老金不足450元的，从2005年7月1日起补足到450元。<o:p></o:p></STRONG></P>
<P >三、建立高龄退休人员基本养老金倾斜机制<o:p></o:p></P>
<P ><STRONG>2005年7月1日前年满70周岁的退休人员，从2005年7月1日起，每人每月增加基本养老金50元；2005年7月1日及其以后年满70周岁的，从年满70周岁之月起，每人每月增加50元。</STRONG><o:p></o:p></P>
<P >四、资金列支渠道<o:p></o:p></P>
<P >按本通知规定调整增加的基本养老金，已参加企业职工基本养老保险的，从基本养老保险基金中列支；未参加企业职工基本养老保险的，按原渠道列支。<o:p></o:p></P>
<P >五、审批权限和程序<o:p></o:p></P>
<P >各区县（自治县、市）社会保险局按本通知规定确认调整对象和调整金额，经当地劳动保障局、财政局审核，送市社会保险局汇总后，报市劳动保障局、市财政局审批；各区县（自治县、市）社会保险局按市劳动保障局、市财政局批准的调整对象和调整金额执行。<o:p></o:p></P>
<P >副高及其以上职称的专业技术人员、高级技师、高级政工师资格由市级相关部门确认。<o:p></o:p></P>
<P >六、市劳动保障局应根据本通知规定制定实施意见<o:p></o:p></P>
<P >调整企业退休人员基本养老金，体现了党****、******对广大企业退休人员的关怀。各区县（自治县、市）人民****、市****有关部门要高度重视，加强领导，落实责任，做好深入细致的思想****工作和政策宣传解释工作，认真组织实施。要通过扩大养老保险覆盖面，加强基金征缴，调整财政支出结构，增加对养老保险的补助力度等措施，提高企业职工基本养老保险基金的支付能力，确保调整增加的基本养老金按时足额发放。<o:p></o:p></P>
