</p><p> 新华网北京10月2日电（记者吕诺）根据正在公开征求意见的《药品注册特殊审批程序实施办法（暂行）》，四类创制的新药、治疗疑难危重疾病的新药可以进入“绿色通道<!--Element not supported - Type: 8 Name: #comment-->”，由国家食品药品监管局优先审评、审批。 </p><p> 这四类药品是：未在国内上市销售的从植物、动物、矿物等物质中提取的有效成分及其制剂，新发现的药材及其制剂；未在国内外获准上市的化学原料药及其制剂、生物制品；治疗艾滋病、恶性肿瘤、罕见病等疾病且具有明显临床治疗优势的新药；治疗尚无有效治疗手段的疾病的新药。 </p><p> 面对我国药物创新基础薄弱、机制尚待完善，监管经验也还不足的现状，实施办法征求意见稿力求在鼓励创新和风险控制之间找到节点，以逐步实现国家鼓励药物创新的目的。 </p><p> 征求意见稿规定，特殊程序品种在申请临床研究及上市时，均应制定相应的风险控制计划，并与其他申报资料一并提交国家食品药品监管局。对于临床治疗急需的特殊程序品种，如采用替代临床指标的临床试验显示其临床治疗优势明显，在申请人提交了详细可行的风险控制计划的前提下，国家食品药品监管局可批准其上市，但申请人应承诺在规定的时间内继续完成其他试验。申请人如未在规定的时间内履行其承诺，且无充分的、可接受的理由，国家食品药品监管局可要求申请人限制该品种的临床使用乃至暂停生产和销售。 </p><p> 征求意见稿规定，特殊程序品种上市后，国家食品药品监管局不良反应监测机构应将批准上市的特殊程序品种作为重点监测品种，并定期发布相关信息。国家食品药品监管局可根据特殊程序品种上市后的安全性及有效性数据，要求申请人进行相应的研究或修改说明书，对医生和患者开展相应的教育，必要时可以要求申请人暂停销售乃至撤市。</p></font></div></td></tr></tbody></table><p> <a href="http://news.xinhuanet.com/newscenter/2007-10/02/content_6823246.htm">http://news.xinhuanet.com/newscenter/2007-10/02/content_6823246.htm</a></p> |
